Between two Texas residents, a private sale needs no background check and no permit, and there's no waiting period or registration. Texas still makes it a crime to sell a gun to a child under 18 without a parent's or guardian's written permission, or to hand over a handgun to someone you know plans to use it unlawfully. Federal law goes further on handguns: outside a few narrow cases, you can't sell one to anyone under 18.
Residency is where Austin sellers get caught out. Plenty of people answering a listing are visiting or here for work but still live in another state, and federal law sends any sale to them through a licensed dealer. The same federal law makes it a crime to sell to a person you know or suspect is barred from owning a gun.
