Local Dealers

Los Angeles Gun Laws

As a Los Angeles resident, you need to follow the federal, state, and municipal gun laws. We’ve listed key resources for them below.

Age
PC 27510 requires LA private gun buyers to be at least 21 years old if buying handguns and at least 18 years old if buying rifles or shotguns.
ID
Private gun buyers in LA will need to show “clear evidence of identity and age” with one of these:
- Valid CA driver’s license
- DMV ID Card
- Military ID
- Government-issued photo ID
Proof of Residency
Buyers in LA private gun sales also need to show that they’re residents of the state. A California utility bill with their name and from the last 90 days is the common choice.
PPT or Private Party Transfer
PPTs are also called FFL transfers. That’s because they’re handled by an FFL or federal firearms licensee, also called a licensed gun dealer.
All private gun sales in LA need PPTs due to PC 27545 and PC 26500. So, meet your buyer at a local FFL who can process the sale. The fee for this is typically $10 per gun or PPT.
DROS
The DROS is the Dealer Record of Sale. All Los Angeles private gun sales need it and it’s how the mandatory background check on the buyer is started.
You can get the DROS form from the FFL handling your PPT. They’ll also provide the ATF Form 4473 to your buyer.
Background Check
Los Angeles gun buyers need to pass a background check if they’re not FFLs. It’s started by the DROS submission and costs $37.19, which your buyer typically pays.
Firearm Safety Certificate
The Firearm Safety Certificate or FSC is required from private buyers of used guns in Los Angeles. If your buyer doesn’t have it yet, you can offer this official FSC study guide to help.

Waiting Period
Los Angeles gun buyers need to observe a waiting period of 240 hours after they pass the background check. This is prescribed by PC 26815.
Disqualifiers
You can’t sell guns to people in LA who are in the California and GCA prohibited persons lists. These include the mentally ill, drug addicts, and convicted felons.
Item Prohibitions
There are guns and related items you can’t sell in California. The NFA list has the ones prohibited at the federal level while PC 30605 has the California-specific ones. Those should tell you what guns are legal in Los Angeles.
Purchase Limits
Private gun buyers can’t buy more than 1 handgun every 30 days in Los Angeles.
California PC 27535 actually forbids people from buying more than one gun every 30 days. This normally counts only for dealer purchases and not private gun sales in most other cities. However, Los Angeles ordinances apply it to private handgun sales too, so keep it in mind.
