Texas does not require bills of sale for gun transactions. However, people buying guns from licensed dealers still have to fill out Form 4473 because of federal law.
That form and the bill of sale aren’t required if buying a gun from a non-dealer (also called a private seller or private party). Despite that, it’s possible for private parties to voluntarily use firearm bills of sale.

The Required Forms for Gun Sales

1. Form 4473
Form 4473 is a form required by federal law for anyone buying a gun from a licensed dealer. It’s what dealers use to start the Texas background check process.
You can get the form from your firearm dealer, but you can download it from here as well.
2. Texas Firearm Bill of Sale
The firearm bill of sale is not mandatory in Texas. However, you can use it to secure proof of the gun sale in case disputes ever arise about liability.
Both buyers and sellers are allowed to ask for bills of sale. They may even ask for a copy of the other party’s photo ID as proof of identity that they can keep with the document.
